Stacy E. Gibson is the assistant commissioner and director of the Tennessee Department of Revenue's Audit Division. She has also served as an Administrative Hearing Officer. Prior to working for the Department of Revenue, she worked first in private practice in Nashville and then served as an Assistant Attorney General in the Tennessee Attorney General's Tax Division.

Gibson earned a bachelor's degree from the University of Kentucky in Lexington and a law degree from Vanderbilt University School of Law in Nashville, Tenn.

Billy Trout is the manager of the Tennessee Department of Revenue's Call Center in Nashville. He is responsible for call center operations and also heads the Taxpayer Education section in the Taxpayer and Vehicle Services Division.

He received a bachelor's degree in communications from Middle Tennessee State University. Prior to joining the Tennessee Department of Revenue in 2003, Trout was the area director for the U.S. Treasury's Savings Bond Marketing Office, promoting U.S. Treasury securities to businesses, banks and individuals throughout the state. Prior to this assignment he spent 12 years in management and technical tax law positions with the Internal Revenue Service in their Customer Service Operations Center in Nashville.

Greer Allison has spent 30 plus years bridging her performance side with her business side, working in a variety of roles and industries – tax, biotechnology, manufacturing, hospitality, and the performing arts. She has been with the Department of Revenue for seven years and was responsible for the research and procurement of a new tax system. She led the team in its four-year conversion and implementation, with the final rollout going live remotely. The system was implemented on time and under budget. Every tax administered by the Department of Revenue is now accessible electronically. During the final rollout, Greer oversaw the development and implementation of the Tennessee Business Relief Program, the Governor's COVID initiative to distribute financial assistance to qualifying small businesses. She has a BFA in Musical Theatre from Stephens College, an Executive MBA from Vanderbilt University's Owen Graduate School of Management, and is certified as a Project Management Professional (PMP®). Greer established a team of business consultants, state information technology resources, and vendor resources in the new TR3 division within the Department. The division is dedicated to the support, enhancement, and future development of the TR3/TNTAP tax system. She currently serves as the division director.

Courtney Swim is the chief of staff at the Department of Revenue. In this role, Courtney oversees the Department’s offices of Legislation, Communications, Research, and Tax Policy. Courtney joined Revenue after working as an associate counsel for the Distilled Spirits Council of the United States, where she researched and advised on federal, state, and local laws impacting the beverage alcohol industry.

Courtney previously served as Revenue’s director of legislation, from 2019 through 2021. She first joined the agency in 2017, as an associate general counsel in the Legal Office. Courtney began her career in state government in 2016 as a legislative research analyst at the Comptroller’s Office.

A native of Kentucky, Courtney received her bachelor’s degree in business administration from Belmont University in Nashville and her J.D. from Northern Kentucky University.
